太上。下知有之。

Where great sages are [in power], the subjects do not notice their existence.

Von den großen Herrschern wußten die Untertanen kaum, daß sie da waren.

其次。親而譽之。

Where there are lesser sages, the people are attached to them ; they praise them.

Deren Nachfolger liebten und lobten sie.

其次。畏之。

Where still lesser ones are, the people fear them ;

Deren Nachfolger fürchteten sie.

其次。侮之。

and where still lesser ones are, the people despise them.

Deren Nachfolger verachteten sie.

信不足焉。有不信焉。

For it is said : 'If your faith be insufficient, verily, you will receive no faith.'

Vertraut man nicht genug, erhält man kein Vertrauen.

悠兮其貴言。

How reluctantly sages consider their words!

Wie vorsichtig waren ihre kostbaren Worte!

功成事遂。

Merit they accomplish ; deeds they perform ;

Verdienstliches wurde vollendet, Werke vollbracht,

百姓皆謂我自然。

and the hundred families think: 'We are independent; we are free.'

und alle hundert Geschlechter sagten: Wir sind frei.
